Line and clustered column chart, add target line to column axis

I am making a chart with values in both a line and column chart (column on the primary y axis and line on the secondary  axis).

On the primary y axis (the column chart) I want to add a target line, the column values are separate to the line chart values, so this has to be a line on the primary axis.  Is there a way to do this in Power BI?  Analytic features are not available for the Line and clustered column chart visual.

@jason7579 , With Standard visual, You can not have like of primary axis .
