Line and Cluster Chart - Scale setting help required

Dear Experts

Line and cluster chart, has lines percentage showing up correctly but one of the bar is showing percentage value by comparing the first and second bar. The % bar is looking too short to be seen. I checked the setting all over but couldn't find. Please someone advise how to match up the percentage of bar with the % of line on the scale showing up on the right side.
