Line Chart Data Labels Not Displaying Properly

I have a line chart with data labels being displayed, but in some cases the data labels are not displaying in the correct order. As you can see by the first data points on the far left, the red line should be 1.03% and the green line should be 2.29%, but they are reversed.  Then on the fourth data point from the left the 7.18% and 8.89% labels are reversed.  I've tried changing the position, changing the font size and anything else I can think of, but they won't display properly.  Any thoughts?

In this case, the tool is unable to handle the proportions of the values.
In addition, the graph in the picture is very difficult to read due to overlapping points, colors, and more.
Recommends that it should be broken down into small graphs using the functionality of small multiples.

Unfortunately the requirement for the chart is that all lines need to be in the same graph so their relationship to each other can be easily seen.

When lines collide, there is no way to compare data ratios in a "spaghetti" type graph, as shown in the attached picture.
Trends are determined by their direction and slope. It is very difficult for our brain to understand the angle when there is another line on it and another number that you would like to add as a value.

In any case, from a technical perspective, apart from the manipulations you attempted, the position of the values cannot be arranged.
Among the actions that can be taken are the maximum reduction in font size as well as the use of a "thin" font
"Calibry", for instance.
