Hi, I wanted to know what type of license I should request from my organization if I want to create reports and store them in a workspace in PowerBi Service that can be accessed and viewed by people who have the free license.

No, PPU is not a capacity license. It only gives 'premium' features to a Pro license. A workspace created with Pro or PPU cannot have free license users access.

To develop a report your need a Power IB Pro license.
You company would need a Premium capacity or a Fabric capacity of F64 or higher, plus the workspace using this capacity.

If my user is given the Premium Per User capacity, will I be able to create this space? That is, to be able to share with users with any type of license
