Layering For multiple visuals

I have been researching but cannot find the answer I need. If I have multiple visuals on page ( lets say 5) that each have 5 separate cards on top of each corresponding visual that would say "no data for visual. How do you layer it?

 

Would each card go behind each corresponding visual or do all cards go behind all visuals?

 

Any help is greatly appreciated.

@cmcgo3 Depends on if your multiple visuals themselves overlap I suppose but I would go with the first option, just layer each no data visual behind each corresponding visual and you will be fine.
