Layered Maps

I am struggling with creating a layered map that I would like. Is there a way to make a map with territory (county, state) layered with points of sale (latitude, longitude)?

Not with the out-of-the-box map visuals.

To create custom map layer, you should use ArcGIS map visual. Here are two links for your reference:

For multilayered mapping you can use ArcGIS Maps or MapBox.

I think both are paid services
