whenever I use Keep filter as well as Filter . It is not showing blank values with the existing filters. Just the new filtered value. Please tell me, what I am doing wong?

By default, Power BI visuals will hide combinations of fields for which all measures included in the visual are blank.
As you've mentioned, with the visual you have created, [Measure] evaluates to blank for all countries except France (which is as expected).
In order to force the visual to display those countries where [Measure] is blank, right-click Country in the field well, and select "Show items with no data".
