Keep values fixed on map (Using Size)

Hi all,

I want to fix certain points on a map while the others are being filtered as usual? Would I be able to make use of some sort of formula and add this to the "Size" visualization parameter.

Example if there was a "Type" slicer with values: Staff, End-User & Distribution, that "Staff" points would be mapped at all times regardless of the selection.

According to my knowledge, I'm afraid that it couldn't achieve in power bi for now.
