How do I format the title of all my visualizations so that they all appear in the same font, size, and color for ALL visualizations. I was able to accomplish this for my legend... and I'd like to do something similar with the title of all my visualizations... Thanks for the advice

It seems that you are looking for the way to format the titles for all visualizations in Json theme file.
By my tests, I'm afraid this part isn't supported currently in Power BI. Please vote up this idea and add your comments there to improve Power BI and make this feature coming sooner.
