Issue with visual level filter for Cards & Multi-row cards

Dears, 

I hae an issue with filters, whenever i create new page to create visuales with card and multi-row card autmaticly assign one of the filters to these visuals. and i cant remove this filter , it seems that PBI loocked this filter for both visual and even if i try to select different year it doesn't work.

How can i remove this filter,please.
