Issue with parameterized slicer in Power BI

I have creaed parameterized slicer in power bi and based on other values of column in filter pane its values changes.But for any particular combination if we dont have data slicers dropdown disappear as values are not present for that particular selection. But I dont want slicer dropdown to disapper. Also. I cant give values to each combination as data is huge. What other options I can try out.

I cant share the screenshots as it is confidential,but in detail to explain is when we select values from other slicers and for that combination data is not present then parameterised slicer dropdown disappears

I would be easier to understand what you issue is if you posted screenshots and provided context using the same. Also, a sanitized copy of the pbix would help.
