    CALCULATE (
COUNTROWS ( FILTER ( 'ProposalData', 'ProposalDate[ProposalType] = "A" && 'ProposalData'[ProposalDate] <> BLANK() ) ),
FILTER(ALL('ProposalData'), 'ProposalData'[ProposalDate] <= MAX('ProposalData'[ProposalDate])))
