Issue With Select ALL Filtering In ArcGIS Maps

Hi guys, I have created an ArcGIS map and have an issue with the filtering. If you look at the first image. This is when a filter is selected for one value which is what I would expect to see, however when I select ALL values for the filter (refer to second image). These values disappear. Has anyone come across this issue before?

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
