Issue Report Subscription for shared capacity workspace and users with pro license

This issue was solved by Microsoft online support. After few tests, it appeared that some users profiles were defined as external while it wasn't the case. Some people on their product team has fixed the issue and it went back to normal last Thursday.

In line with this Post, I see that the proposed solution is a premium license.
I currently have a premium license per User:
Power BI Premium Per User Add-On for Faculty
Purview Discovery
Power BI Premium Per User
But we managed to create a workspace with "premium capacity"
Do I understand that "Premiuim" and "premium per user" are different?
I am a teacher. I have my students' grades in an excel and I want to share them with them through an RLLS secure report. I have a premium license per user and the students are "Non-Premium".
