Good Morning,
I am trying to make a report in which I need to allow users to see the data behind a calculated measure. For example, if a user sees that they are under budget, they should be able to click on or otherwise see all the data behind the visual to see why they are under budget, sort of like how you can double click on a Pivot table result.
Currently, it's not supported to Drillthrough on cell level to see detail data, like the Drillthrough Action in Excel Pivot Table. Please vote this idea.

@Genglerchris please can you provide more information around how the user will view this?
you can drill down into any data but creating hierarchies or on each visual you can right click (well most of them) and then see data, or you can export out data.
it would be more useful to show what you are doing now in order to guide you to the correct solution
