Is there a way to apply slicers to specific values within a visual will excluding other values?

Is there a known way to enable certain values within a visual to be changed by a slicer while keeping other values stagnate within that same visual?

You could use measure to determine which need to be shown.

Here is a sample file for your reference.

The most important parts are:
1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
