Is that possible to only update the dataset without update the report?

Since I only need to update the dataset and the paginated report. Now I update the dataset in PowerBI desktop and then publish the pbi report and dataset to workspace. After that I do the update in paginated report and publish paginated report to workspace.

Then I have to delete the pbi report in workspace since I do not need the pbi report.

Is the any way to only publish dataset without publish pbi report?
