I have to make a matrix similar to this in power bi. Create this data replica for clarity.
I need a row to be assigned a value based on two different times in the same column. I have investigated but I can't find anything about it, maybe it is not possible?

This can be done with the out-of-the-box Matrix visual. If you want to keep that same "tabular" look, turn off stepped layout in the formatting options under row headers:
