Is there a way to create a dual y-axes bar chart with whiskers coming out of one of the bars?

Unfortunately I don't think this import solves my issue.
I think I'm looking for a dual axes bar-chart that is capable of displaying the whiskers on top of the bar.
Notice how there are two bars (a red and white one) per bin and only the red bar has whiskers. I'm not trying to visualize the distribution of my data in the bars but rather to show the average of the dataset and then showcase the distribution using whiskers on top of the bar.

you could also create your own custom visual if you are an experienced web developer. https://powerbi.microsoft.com/en-us/documentation/powerbi-custom-visuals/
