Is it Possible to Display Comment a Visual

Yes, this is possible, though Power BI does not show the comment when hovering the visual body itself. The closest equivalent is the Help tooltip icon on the visual header.

Select the visual, open the Format pane, go to the General tab, and expand Header icons > Icons. Turn on Help tooltip, set Type to Text, and paste your description. A small info icon will appear in the visual header in both Desktop and the Service, and your comment shows when the user hovers over it.

If you want richer content like images or multiple measures, switch the Type to Report page and point it at a tooltip page you build.

Yes. Turn on the visual header tooltip.
Select the visual, go to the format pane, open General > Header icons > Header tooltip, and type your description there. An info icon appears on the visual, and hovering it shows your comment. Works in both Desktop and Service.
