Interactive Text box in web format

Hi

Im working on projects monitring so i make dashpoard this dashboard will presented as Excutive mode for excutives 

they need to add some coments on specefic objective not in general .

my idea is to add text box or table that can be add any data inside it =>not in apps put in web report 

is it possible? if not any idea for that?
