Installing Oracle Client to connect to Power BI Desktop

I am trying to install the Oracle Client 64-bit version to connect Power BI Desktop to a Oracle Database.  I have downloaded and extracted the zip file from https://powerbi.microsoft.com/en-us/documentation/powerbi-desktop-connect-oracle-database/#installin... But everytime I click on the "install" link, there is a brief popup and then it disappears and it doesn't seem to do anything.  I was wondering if there was something that I'm doing wrong; I have read the readme file and followed the instructions but can't seem to install the Oracle Client.

Please ensure that you have down the corredponding zip file according to your Operation System. In your scenario, can you install Oracle client on other computer?
