Try this:
Feature = CALCULATE(DISTINCTCOUNT('devops-query-spr2'[Work Item Id]),FILTER('devops-query-spr2','devops-query-spr2'[Work Item Type] = "Feature" && 'devops-query-spr2'[Work Item ID] <> {9563,9564,9565,9566,9531}))See if it works for you
Even this is giving error:
Not sure why but when I write the code seperately it works:

It still gives error:
But my issue is resolved using the values seperately.
