If logic error in excel data model

Hi 
I am trying to create a measure to get results by time units every 15 minutes gap. 
already tried these different measures but have not gotten the expected results. Please guide what mistake I have did.

@amitchandak can help me out, I think Min or max I don't have to use to compare value but then what you recommend.

@OvaisJanzeb Extremely hard to understand what to do without sample data, etc. 
Take a look at these two Quick Measures as I think you want something like them.
