Came up with this, but it's not capturing the lastest week with consideration of the year...any ideas?

Is that you created a column named FISCAL WEEK FILTER?
Maybe you can change < to <= with the code you provided firstly.
Today 2 =
IF
(Processed[Report Date] <= (Processed[MAX DATE]),
FORMAT(Processed[Report Date],"yyyy-mm-dd"),
"Latest")
But i do not sure what is your Processed[MAX DATE] look like. Please share some your pbix file without sensitive data or sample data and expect result.
