Dear,
I need to SUM values from a table (Measure1) when the date is <= "2019-07-31".
If it is greater than "2019-08-01" I must add another measure (Measure2)
IF (@DATE <= '2019-07-31') THEN
BEGIN
SELECT SUM(VALUE1) FROM TABLA1
END
ELSE
BEGIN
SELECT SUM(VALUE2) FROM TABLA2
END

You may create measure like DAX below.
Measure1 = IF(MAX(Table[DateKey])<=DATE(2019,7,31),SUM(Ventas[VALORA]),SUM(Detalle_Venta[MONTO]))
