Division Measure =
DIVIDE (
SUM ( table1[assasible value] ) - SUM ( table2[realization value] ),
SUM ( table1[assasible value] )
)

To perform a calculation in Power BI that subtracts the realization value from the sum of assessable value and divides the result by the sum of assessable value, you can create a calculated measure using DAX (Data Analysis Expressions). Here's the DAX formula you can use:
MeasureName =
DIVIDE(
SUM(TableName[AssessableValue]) - SUM(TableName[RealizationValue]),
SUM(TableName[AssessableValue])
)
