Here is my table.
I need to work out in Power Bi what I have in Excel (which is highlighted in Yellow) then add to a line graph (again whats highlighted in yellow)
To produce this graph
There is a Timesheet Table and an Output Table which are not related.

I create a sample in Excel and load it into Power BI.
I suggest you to do some transformation in Power Query Editor.
New Table:
I suggest you to create a measure and then use condtional formatting for value field.
Background for Hrs =
IF(MAX('Table'[Level 1]) = "Hrs per output","yellow")
Currently Power BI doesn't support us to use conditional formatting for row header. Result is as below.

Hi -Thank you for taking the time. Sorry if you misunderstood but what I need is to be able to create wither a caluclated column or measure to work out the average between time in hours and output for each store and then be able to work out (if possible the average of both). What I highlighted in my diagram was what I need PBI to do not highlighted in power bi itself. I hope I have explained my issue better now. Thank you
@lennox25 , In this case you need to have additional rows in your master table or Sub/Super master table.
If you only want one of them you can use isinscope to switch the total
