The documentation says otherwise.

I have a developer account which has a premium capacity but I can't use copilot with it.

Hello - Accessing the Copilot feature in Power BI requires a paid Fabric capacity (F64 or higher) or a Premium Power BI capacity (P1 or higher). Currently, Copilot isn't supported on trial SKUs, so utilizing a standard trial license wouldn't grant access to this feature.
Please check the reddit link.

In attached post, i have asked them if their workspace and licensing are configured correctly and the issue persists, asked them to check and reaching out with Microsoft Support for any ongoing issues related to Copilot access.
I hope this helps.

It’s rather disappointing to find that Co-pilot is not accessible through any trial version. Moreover, even with paid versions like Pro and higher, access remains unavailable. This raises the question of how someone can effectively evaluate its capabilities before committing to onboarding.
I knew it somewhere but then it's almost confirmed now.
Thanks again to both of you.

AFAIK, it requires at least F64 - not the trial one.
