I am using an infograhics visual which contains a list values displayed as cards. I want to keep a specific value selected as default whenever the user opens the report. How can I achieve this?

If you don't want to use filters or slicer to display the pre-selected value, to my knowledge, there is no other options to achieve such an expected.
I'd suggest you use Conditional Formatting in Clustered Column chart to make the pre-selected unique as shown below:
Measure = IF(MAX('Table'[Cate])="A","Red","Grey")
For Card visuals , you could go to Format tab to change background/ shadow/Border, change value font size and color... to make it obvious:

Thanks for your response.
The viusal which you are using in the above screenshot is correct. In the viusal, there are three Cate values,i.e, A,B and C. The requirement is Cate value A to be pre selected whenever the user opens the report.
If you refer the above infograpics, it contains a list of values. I want 'Resolve' value to be preselected when the user log in so that the page is filtered with that value and not all the values in the infographics.

Based on this: I am using an infograhics visual ,I tried some visuals such as infographics Designer visual, but the outputs are not similar with you mentioned ... Sorry for that I'm not very clear about the visual you used.
Can you please share more detail information(data ,visuals, expected outputs, screenshots)to help us clarify your scenario? Or share me with your pbix file after removing sensitive data.
