I'm looking to grab the column called "Recruiter" from the 'Recruiting History' table into the 'Applications Report' table for the below filters.

Based on your description, I suggest you can try the "LOOKUPVALUE()" function.

You can't do that. Filters are applied to the context, not to a physical table.
Put your columns from the Applications report into visuals or table variables (thus creating context) and then apply the filters.
