How to put a visual in the middle of its background?
E.g., after drag and drop a Table Visual on the Page, how to make the Table Visual in the middle of its background (with border)?

There are a couple ways you could visualize this data. I would suggest you use a card visual if the data you provided is what you want to visualize. Here is what the card would look like:
However, if you want to keep the data in table form, to center it you would first want to expand the cell to the full size of the background. In my example, I have already increased the size of the headers and values.
If you run your cursor over the edge of the column header, as I point out above in the screenshot, you should see your cursor change into something that looks like this <-- || -->. When you see this cursor, click and drag the column to be the size of your visual.
Once the column is the size of your visual, you can change the alignments for the column header and the values (using the field formatting section) in the format page of the visualizations pane. You can see how I changed the alignment to center and toggled on both the apply to values and the apply to header buttons below.
When you do this, your visual should look something like this:
