How to make the multi-year bar chart changes based on the single selection year slicer

I have a multi-year bar chart and a single selection slicer for "Year". 

Right now I can only display each year when I disable the interation between the slicer & the bar chart.

However, I need the bar chart to be dynamic with the year selected (i.e., only show the years before the year selected), for example, when I select 2022, the below chart should stop at 2022 without 2023 showing.  

I am only allowed to create measure. Seeking advice on how to make this happen. Thank you for the help in advance!
