Can you please let me know what do you need exactly to make the Power BI Dashboards available on web (accessible through browser without having the need to install Power BI on the PC)?
Can we do it without having power BI PRO VERSION license?

You can publish the dashboard from Power BI desktop to Power Bi server with same login credentials. Then in Power BI server you have to choose the option "publish to web" in file menu and then embed the code from it. You will then get a public url and that can be accessible by everyone.
the public url is available but people are not able to see it. Rather they have to login to power bi account. Is this the correct way or I am doing something wrong

As I know, it is not supported to publish dashboards to public web for now. It is only supported for reports. If you want to share your dashboards to others, you could share a link directly as amitchandak suggested. Or you could create an app and share it to the users. However, the users all need pro license and sign in Power BI to check the dashboards.
You could vote the idea up to get the feature fixed quickly.

I am also not able to share reports to people with the app link generated for publish to web. What is the process.The link option is not working and it is taking ages to load

As far as I know without power BI pro, you can only create a public url. With power bi pro you have share option in web UI(app) to share with other users.
