You could change YEAR(TODAY()) to the value of the slicer,Here can use MAX() ,as follows:
_Month last =
FORMAT (
DATE ( MAX ( 'Date'[YEAR2] ), MONTH ( TODAY () ) - 1, DAY ( TODAY () ) ),
"mmm-yyyy")
The final output is shown below:
