Unfortunately there's no way of doing this. However you could publish a separate version of the report with the page hidden.

 

If open the report in Power BI service and go to File -> Save As you can create a duplicate of the report but it will keep the same dataset. You can then remove the page you want these users not to see. When the main datasource has been refreshed it will update both versions of the report.
