How to get the count

Hello

I wanna get the count of rows from fact table not equal to fact table[column1] value "Assigned" as well as not equal to EmployeeCategory value "Consultant". I am stuck with that one because these are different tables and PBI does not allow me to make OR operator

can you present data sample or tables structure and define the columns you use? 
Also PBI has " || " as OR operator and " &&" as AND operator within functions.
