Any update on this? Can you please share a pbix or some dummy data that keep the raw data structure with expected results? It should help us clarify your scenario and test to coding formula.

If you mean to show all data labels in your chart, you can take a look at the format panel to visualizations. For data label related properties and settings, you can find them on the data label options.

Notice: please add table fields to the chart before you search for the options, some of format options not display if you not add and analyse data fields in the visuals.
