How to filter a measure that uses COUNTROWS

Hi,

 

The below measure returns the correct results however when I add another column from the same table, the results don't filter.

Any idea how to ammend & can someone explain why it doesn't filter.

 

Head Count =
CALCULATE (
COUNTROWS ( 'powerbi114 client' ),
FILTER (ALL('powerbi114 client'),
(
'powerbi114 client'[Start Date] < MAX ( 'Date'[Date] )
&& 'powerbi114 client'[End Date] >= MAX ( 'Date'[Date] )
)
|| (
'powerbi114 client'[Start Date] < MAX ( 'Date'[Date] )
&& ISBLANK ( 'powerbi114 client'[End Date])
)
)
)

This is because you are using ALL('powerbi114 client')

Try to remove ALL filter.
