I develop a BI report over Dynamics Marketing in the cloud.
I use fetchXML to bring the information to power bi desktop.
The problem is that every change in power query that I make during development
takes a lot of time,
they are probably trying to bring new information from the cloud.
Asking for advice on how to always use the information that is already in the development environment
and not request new information from the cloud.

As a workaround I added to FetchXml itself a filter.
for example <condition attribute = 'createdon' operator='this-month'> in the development environment.
And before publishing I removed it.
I'm still trying to think is it possible to save the fetchXml as a parameter and use it
according to development and production?

yes, that is always possible. Power Query parameters are exposed in the Power BI service and can be modified there manually.
In the settings you can disable the autopreview. Uncheck this box
You can also store the XML locally for development and then switch over to the original source once you are done.
