I'm wondering if desktop allows me to edit individual cells of a dataset that was loaded from Excel?

Current, power bi not support directly to these operation when you get data, but you can modified these fields at query editor side.
Reference;
Table.Range( table as table, offset as number, optional count as nullable number) as table
Table.SelectColumns(table as table, columns as any, optional missingField as any) as table
