To clarify: we only need the BLUE and another line on the P1, response chart.
The BLUE needs to show the current countywide average, the other color needs to be FIXED at 11:17 minutes as "National Average".
How we can fix this?

Calculate([Avg], all())
or
Calculate([Avg], allselected())
for overall avg

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.

Select Line and clustered column, then go to "Format your visual". Now select the secondary y-axis. this way you will be able to show three data in one graph. 1 being column and other two lines (one line may be KPI and constant throughout)
