How to create a graph grouped by columns and grouped by lines

I'm trying to create a graph with the next characteristics:

But when I tried, I only found a graph which grouped by columns, but not by lines. The objetcive line was the sum of the two objetives of that year.

Is there any form to implemment this graph???

@Garii , In standard combo visual you can not use legend for line, But you can have multiple measures
