How to create a bullet chart from scratch and have a wider target bar on the top

Hi everyone, I would like to build a bullet chart like the image below.

Currently, the actual bar is bigger than the target bar on the top in Power BI. 

 

I found that it was very hard to build it on power bi and hard to adjust the target bar to make it wider to help others see it visually. Is there a way to do it?

I would like to have a bullet chart like the screenshot. thank you!

There are paid visuals available on AppSource that can help you create your bullet chart by easily mapping the data and getting the target line larger than width of bar.

I saw this video on youtube before. Don't really like the layout it has. I want to create one like the screenshot I added in the first post. Also, I want to build it from scratch instead of using those custom visaulization. Is there a way to do it?
