I am trying to create something like this in Power BI, but unable to do so. Is it possible to create a KPI Bowler or list the descriptions as such:
I need to have dates show as columns and the descriptions as rows.

I think matrix visual will suitable for your requirement, it support to summary amount based category column and expand date range on column fields.
Use the Matrix visual in Power BI Desktop
After these steps, you can use conditional formatting on value field to show different colors to achieve kpi effect.
