I have 2 tables, and I need to filter both based on date.
The info I've read says to create a relationship between the 2 tables, but the manage relationships button is greyed out

According to your description, the data source you are connected to is either SSAS Multidimensional Models or Power BI dataset.
To verify this, check the prompt at the bottom of PowerBI Desktop to see if it shows live connections.
If it does, You can't create any relationships or change any relationships in the Power BI desktop. If you need to manage relationships, you can manage relationships at the data source and then connect to the data source to Power BI.

After clicking on the model icon on the left hand side, you should arrive at a screen with the tables.
If there is already a line between the date table and the fact table you are filtering, then there is already a relationship between them and you shouldn't need to do anything unless the relationship is not between the columns you want.
If not, as @HarishKM mentioned, drag the date column from your date table and bring it over the desired column in your fact table (like an overlap).

The Power BI Data Model: Working with Relationships (sqlshack.com) - Go to the section right before the Conclusion and it walks you through how to create relationships without using the Manage Relationship button.

@Anonymous Hey there will a be key ( may be you date column ) in between both table . select and the drag that date column of you r fact table .
Note : check if already there is arelationship created automatically active or not

Are you able to create a relationship by clicking on the Model icon (the third icon) in the vertical panel which appears at the extreme left hand side?
I only have 2 icons, but one of them is model. How would I create the relationship on this screen? I can't see how to do that
