How to assign target table to on a weekly basis

hi all am in a pickle

 

i have to develop a KPi dashboard based on the hour each person worked

 

i have in three tables

 

employee id table with hour worked(employee id,hours works,date)

date table(with date)

target table( i had to develop this table from scratch so i made it like <employee id then date as columns (so that i can unpivot it in the powerbi)>

 

now the problem i want the target to be showed on a weekly basis i am  not able to do it eventhough i connected the table to date and pulling it from date

 

this is the target table looks like

the result i am trying to achieve is this

<userid> <hourworked> <target>  <coverage of target vs actual>  filter it based on what ever time i choose from date

 

any help is appreciated
