How to add color formatting to the quadrant in Scatter chart

Hi Team,

 I have requirement like below where i have a scatter chart and have all values + and -ve

so the color should get formatted based on - ve and +ve value.

Is it Possible ?

@Anonymous , I doubt the background, but you can color dots by quadrants
