How to add a static tooltip in power BI?

How to add a static tooltip in power bi?

I am new here and I want to add a tooltip that shows the median value,0.25th percentile and 0.75th precentile for a group of population.I have the measures to calculate these values but they change when a selection is made on the other widgets and also since this is a bar graph showing different segments,they also change based on the segments which is not desired.The median,0.25 and 0.75th precentile should be static to make sense out of the visual.

Can anyone help me ?

We can use ALL function to ignore filter. Here I created a sample for your reference.

Measure = 
VAR sel =
    SELECTEDVALUE ( 'Table'[catgory] )
VAR per =
    DIVIDE (
        CALCULATE ( SUM ( 'Table'[value] ) ),
        CALCULATE ( SUM ( 'Table'[value] ), ALL ( 'Table' ) )
    )
VAR per2 =
    DIVIDE (
        SUM ( 'Table'[value] ),
        CALCULATE ( SUM ( 'Table'[value] ), ALLSELECTED ( 'Table' ) )
    )
RETURN
    IF ( sel = "a", per, per2 )
