Below I have 2 tables in blue on the left that I want to transform into the table on the right. Looking to expand any row that has HBS as the location into multiple rows with every location.

I think you can modify the location table and use merge to get what you want.
you can also use dax to create
pls see the attachment below.
However , I still think we don't need to modify the location table to get the same result. If you want a better solution, let's wait for the PQ experts to provide you the better one
